Laptop Throttling CPU Idle 75C

Hi, I was wondering if you tech genius' could help me. My laptop Samsung RF711 8gb 1TBHDD nvidia 540m i7 2670M, Is throttling whilst playing games and Is having cpu idle temps of 70C.
I have opened her up and replaced the thermal compound as well as clearing out the dust from that area. I have factory reset top defaults and have made everything the same as when it was new ( excluding updating the driver ). I really need guidance on what to do in this situation as I am lost!

was it running that hot before you opened it up to clean everything out? I would re open the case and make sure the thermal paste is done right and that the heat sink is tightened down all the way. also check to make sure the fan is working. Your should be able to power the laptop on while its open or if you can see the fan when everything is closed up, just make sure its running.

70C idle!? That's bad, it probably is a thermal paste issue.

If you can, get some thermal paste, open the laptop up and undo the cpu cooler, then put a new layer of thermal paste on.

How do you mean make sure it is done right? And yes it hasn't change temps at all I can hear the fan quite loudly especially after the throttle! I just do not know what to do

Just checking over and it seems that the fat isnt blowing out any hot air when I am getting these thems I can hear it though
