New gpu and psu slowing down computer

I upgraded my gtx 650 ti to an R9 270X. I've deleted all drivers using driver cleaner before install, refit all my cables and my GPU, updated, uninstalled and updated again all current R9 AMD drivers, made sure all cables are placed properly into PSU (550W 80+ Gold Corsair). Not sure what else I should do. My last Graphics card gave me black screens. This one works fine, but program loading speed and running games is like pulling teeth out. Used to be able to run GW2 on Ultra at 60 - 70 FPS, now it fluctuates from 1 - 70 with this new GPU installed. I have updated bios already. Currently have a Asus P8B75 M LE motherboard. Is something bottlenecking? Maybe software issue?

Most likely a software issue. There are other possibilities however. RAM and hard drive issues are common. I'd run Seatools for windows. Run the short DST and the long generic. Run Memtest86 to eliminate a bad RAM module as the issue. A hard drive problem is far more probably than anything with the RAM but it's best to cover your bases. If no issues are found with either of those components my recommendation would be to do a clean install of the OS. Sometimes driver corruptions or problems with the OS simply cannot be remedied. You might also try running an SFC/Scannow to see if there is a problem with the OS that's repairable.
