CrossFire detected but second card not responsive.

I recently finished building my first PC which includes dual Sapphire R9 290 Vapor-X, after installing the drivers, I was first relieved that Catalyst Control Center detected the CrossFire and asked me if I want to enable it,

Randomly messing with CCC, I discovered that CCC shows the status and is able to control fan speeds of the first card, but unable to do so for the second one,
First card (I successfully controlled fan speeds on that one):

Windows Device Manager detects the presence of 2 cards and says both are working properly:

I opened GPU-Z it detects the first card normally, but when I switch to the second card GPU-Z starts lagging a lot and "sensors" tab starts showing me strange patters

My specs:
Mobo: Sabertooth Z97 Mark 1
CPU: i7 4790K stock
GPU: 2xSapphire R9 290 Vapor-X
RAM: 2x8GB Kingstone HyperX 1600Mhz
Cooler: Corsair H100i
PSU: Corsair RM1000
HDD: WD Black 1TB
SSD: Samsung 840 EVO 120GB
Disk Drive: LG DVD RW
Monitor: Asus PB278Q connected through HDMI from the first card

UPDATE: I just opened my case and noticed that none of the three fans are spinning on the second card, all above information is still valid

Is all this happening at idle? If so, try loading up a game or benchmark to see if the cards fans start spinning. I have crossfire too, and the second card lays dormant until a load is put on the system. If you change the fan speed in CCC while on the desktop, nothing will happen on the second card at all until a load is put on your system. It's all about power savings. The second card kicks in when it's needed basically.

What you said was true, that seems to be the case, without any stress the second card stays in a very deep passive state, not even responding to it's very own driver.
I was able to confirm that by running the benchmark of Tomb Raider with CrossFire on and off
I got 29fps average on it off (2560x1440 ultra settings)
I got 57fps average on it on, there is no way in hell I would get such frames if the second card wasn't working.
Pretty impressive scaling too I may add.
Respect to AMD for that feature, making the second card almost 0W power consumption.
Thanks man, I panicked a little when I saw that, AMD should put a small note in CCC to prevent such situations.
