Optiplex 775 problems does not power up- replaced power supply, nothing

it's definitely a bad PSU. optiplex systems are notorious for having faulty PSUs. i work in IT. earlier in the year we ordered 270 optiplex 3010 systems. 12 of them already had their PSUs replaced just 7 months in.
