Desktop from scratch r9 280x Vaporx

Hello,

after having played computer games for nearly my whole life, I'd like to invest in a new desktop system.
This will be my first self made system. Fortunately I have the chance to get a Sapphire r9 280x VaporX OC pretty cheap. I wont be playing the newest games and know that this GPU is kind of overkill then.
Anyway my idea is to get the other components (Mobo,CPU,PSU,RAM) matching with this GPU in order to get a system that lasts 3 maybe 4 years.

After searching for all possible informations on PC components I ended up with the i5 4590.
Can somebody recommend me this processor? Is it on a similar level as the GPU? Or is there a better matching CPU?
8GB RAM is pretty obvious and then I need a mobo with the option to add another 8 GB (16 in total). And i dont think that AMD Crossfire is necessary with such an GPU, so rather a single slot GPU system?
Is it worth to get a full pcie 3.0 mobo or is the bandwith of 3.0 not fully used by today games?
What PSU can you recommend (Coolermaster, Be quiet! ?)

The processor is a good match, I'd recommend a H97 motherboard because it has many additional features not found many on H81 like front USB 3.0 and it will also allow future upgrades to the new Broadwell CPU's when they come out. I don't think there's much noticeable difference between PCIe 2.0 and 3.0 as like you say, most cards don't saturate 2.0 yet.
