Any program to know if a hard drive is spinning (Windows 7/8)?

My desktop has an SSD and two mechanical hard drives and I sometimes need to know if any of the mechanical hard drives is spinning or not. Is there any software or command line option or something to know it?

By the way: If I have several internal hard disks to store data (not the OS), when are they spinning? only when I access some file on them? When does Windows spin them down again? What if I open a folder inside one of them but not any file?

It takes several seconds for a hard drive to spin up or spin down. The normal operating speed for most hard drives is 7200rpm, and they don't get up to that speed instantaneously.

Prit this is wrong, a harddrive normally spins down when its not being used ½ an hour or so. this can be checked at power options > change plan settings > change advanced power settings > hard disk > turn off hard disk after #
