If a heatsink comes with thermal paste on it. Should I replace the stock thermal paste with my own and if so how?

100% depends. The stock paste if fine. A good quality paste might make a 1 degree difference at most. I wouldn't bother unless you plan on overclocking.

Oh okay ty I just heard that stock thermal paste was horrible and they apply too much

If you are overclocking, change it. If you are not, you'll never notice the difference. You can do more harm than good trying to change it and damaging the CPU or not applying it correctly.

The stock paste is perfectly suitable for the stock cooler.
