FX-6300 M5A97 R2.0 Voltages not changing?

Ok so It's very possible i'm just a complete noob and this is stupid question but i think i have a pretty good understanding of how this works and I'm still at a loss as to what i should do now. I'm trying to get 4.5 Ghz stable with an evo 212 cooler on my FX-6300 (which shouldn't be to difficult from my understanding) I followed someone elses stable guidlines with the same motherboard and cooler just to be sure i didn't mess anything up but I used AMDs overdrive programs built in stress test/stablility test (I DID NOT use it to actually overclock I used my bios settings and i want to keep it that way since i dual boot with arch linux and would like to keep my overclock on this OS as well) and i was unstable on my first try, ok no big deal so thats when i noticed that the CPU VID voltage was 1.25 in CPU-z and in overdrive, way under what i set it to in my BIOS which was 1.42 so just for the hell of it i tried raising it a notch in in overdrive and ran another test and sure enough it was stable and my temps were still good.

My question is why no matter what i set my voltage to in BIOS why it doesn't change from 1.25 when i boot into windows and therefore is unstable everytime i boot, unless i use overdrive to change it. I tried raising it in the bios and its kinda scaring me because my temps go up in the monitor tab in the bios but when i boot into windows it doesn't change the CPU VID from 1.25 in any program i use to check it, I've also tried enabling and disabling CPU load line calibration. Although my temps do seem to get higher when i change it it bios it still isn't stable unless i use the CPU VID slider in Overdrive In fact on my last try i just raised it in bios one notch to 1.48 (second attempt at raising it) from 1.47 and i went straight into windows and started the stablilty test and my computer crashed (just shut off) about 1 minutes into it, when i opened overdrive my VID still said 1.25 at before i started the test I'm pretty sure.

What is the next step here? I have thought of everything from the CPU VID being different value than the CPU Manual Voltage/ VCore voltage in my BiOS (if so how do i moniter my real voltage changes and why can i change it in overdrive?) to the Overdrive program resetting my voltage when i boot just because i have it installed. Should I uninstall Overdrive and use a different stress test? What do you recomend? Link to a safe download would be appreciated also.
