Question about MotherBoard and gpu

Hello,
I will be upgrading my computer soon and I'm wondering About my mother board specs.
First off, I will upgrading my graphics card mainly to a Asus R7 250x 2gb GDDR5 and it states that it uses PCI Express 3.0 x16 and my mother board says it only uses PCI Express 2.X x16. I'm wondering if this will affect anything like performance, or stability or whatever.

PC Specs For Right Now:
CPU: Amd Athlon X2 215 2.7GHZ Dual core
GPU: Asus amd radeon hd 6450 2gb GDDR3
MOBO: Pegatron M2N68-LA (Narra5)
Ram: 4 GB DDR3
HDD: 500GB
Moniter: 1600x900 20inch
PSU: Seasonic 400w 2 12v rails 17a each (Going to need to upgrade i think)

PCI-e is backwards compatible, so the card should work. Judging from your system most modern cards will be bottlenecked by your processor. Don't forget to be carefull how long the card you buy is and if it will fit in your case or not.

Will the loss be noticeable? because I am going to be playing games like Battlefield 4, Titanfall, etc

I am planning on getting the R7 250x and the AMD Phenom II X4 975, got any idea of what kind of PSU I might need?
