ARMA 3 with very decent hardware can only run at standard settings (and barely that)?

Hey all. I'm new to the forum here, and I need some help. I recently built my first rig, consisting of the following...
CPU: Intel i5 4690 @ 3.5 GHz
GPU: EVGA GeForce GTX 760 2gb
RAM: 8GB G.Skill @ 1333
Mobo: Gigabyte GA-H97-D3H
PSU: EVGA Bronze 600w
HDD: WD 1TB red 2.5" @ 7200RPM (I have 2 other HDDs, one is a 2.5" 500GB and the other is a 3.5" 500GB, not plugged in atm though as they are old and have data on them).

ARMA 3 suggests I play at ultra settings when I do a hardware check, but the video lags so much that it completely freezes. I have to play on standard settings with no AA or anything like that and even then I get the occasional video lag or screen tear, and this is not even the multiplayer yet.

Is this normal? I forgot to mention I'm still using a VGA monitor, but that shouldn't make a different in frame rate, should it? I'm going out tomorrow to buy a bigger HDMI monitor, hopefully that might help a little.

I should also mention that I have been having problems playing games like GTA IV, where the graphics settings say that I am FAR above my GPU's memory and performance capacity, when in reality I'm nowhere near even 55% of it's capacity.

One of the biggest fps robbers is the distance draw. I have i-7 and 770 Gtx with 144mz benq monitor and i get between 30 to 50 fps on ultra at 2800 meters draw. If there is a lot of things going on , or if in multi player it decreases even more. If i were you i would start with a short distance like 800 meters, which is plenty for ground action, that should help some. Multi player you need to eliminate the grass setting and set the distance also around 800. Multi player settings are accessed differently than single player. Good luck, fun game but very poorly optimized.
