High CPU and GPU usage but poor game quality

Hello

I'm having trouble with a game called Space Engineers. In the game if I'm in a large world my CPU and GPU usage are both between 80-90% and stay relatively close to one another (which from what i've read is a really good thing because that means that your computer is getting full use of all its resources). But the game gets really laggy, and fps drops to the lower teens. I've tried lowering the graphics settings, and even at the lowest setting I still have the same issue. This is the only game in which I've had this problem. I am just wondering if there is anything I can do about it, and if its a hardware issue which should I upgrade the GPU, or CPU?

Specs are:

windows 8.1 64 bit
AMD A8-6600K APU (I know I didn't call it an APU above, but I'm not using it as an APU, and yes I know that is considered a taboo to use it with a dedicated card)
F2A78M-D3H MOBO
GTX 750 TI GPU
16GB 2400MHZ CORSAIR RAM (I had to OC my ram to get the full use of the 2400mhz)

its said that when you use an ATI/AMD device will have issues with an nvidia device...

you need to reinstall windows and ONLY USE NVIDIA DRIVERS to see what happends... also APUS have poor CPU on them but not enough to bottleneck a gtx 750TI... i think

if you want to upgrade your CPU you must do it with your MOBO as well because theres no point to upgrade an APU to hope to get more performance in CPU so 1st try to put correctly the nvidia drivers. If you dont reinstall windows its almost a 100% that the AMD drivers still have registry on your sistem

I have gone into the bios and completely disabled the igpu is that not enough? Also If i reload windows wont it reinstall the same amd apu drivers? This is the only game I'm having a performance issue with. All my other games like bf4, and watch dogs run great. Could I just be hitting the limit of my system? If so would a better gpu help me at all seeing as how that would be a lot easier of an upgrade? Or will a better card just bottleneck with the 6600's CPU?

it may be heating issue
heating is one of the reason for fps and there will be no bottleneck with 750ti those 4 cores are powerful enough to handle many powerful cards
install latest nvidia drivers and i dont think apu drivers conflicting with gpu drivers

well for me sonds like a driver conflict in my first experience in computers i have the same issue and it only occured with some games... if you wont like to reinstall windows, and avoid to instal catalyst drivers (the AMD GPU ones), so the only drivers you will use and instal were only nvidia. Then le me search for a progran that can disable any driver that you could have, right now i'm at work and i dont remember the name. Even if you try to unintall your AMD drivers there will still some registry that i'm assume that are the ones that provoke that issue.

the most demmanding gamers reinstall windows even just to put new drivers with the same GPU
