Help! Computer freezes past POST, no normal or safe modes

Hi everyone! I've been having issue with my latest build. I'll try to post as many details as possible. Here are the specs:

PSU: Thermaltake 750W TR2 RX Modular
CPU: Intel i5 3570
MOBO: MSI Intel Z77 MPower
GPU: Gigabyte Radeon R9 270X
RAM: G.Skill DDR3 1866 PC3 14900
HDD: Hitachi Deskstar 320gb 7200 RPM
Case: Spider GS-6700

The oldest part of the machine is the hard drive, which my brother used as an external backup for years and before that it was in some HP I think. The rest of the parts are new- the RAM, CPU, and GPU I just purchased last week.

The main issue is it doesn't boot past POST. I can remain in the BIOS as long as I want and it doesn't freeze, shut down, etc. I completely reformatted the drive and did a fresh install of Windows 7. Everything was great until It froze at the Windows logo (and by logo I mean "Starting Windows", the animated graphic never even gets a chance to move!) so I assumed maybe the install was corrupt (the disc had a zillion scratches on it). I burned a fresh DVD and installed again. Still froze on the Windows 7 logo, but then after awhile it simply shut down. Curiously enough, when I tried to power up the computer it wouldn't start up. I disconnected the power cable and plugged it back in, and it booted up again. Anyway I tried a different hard drive, which is the same exact make/model/type I used in my initial installs. Same deal - wouldn't boot past the Windows logo. Again, it restarted and the screen popped up saying Windows didn't boot properly, so I tried to get in using Safe mode (despite thus far never getting into Windows). It loaded the drivers and got stuck on "Please wait" for about maybe 5-8 minutes before restarting again. I booted back up and tried to change my BIOS settings by putting it in IDE mode instead of AHCI mode. I saved the change and again tried another fresh install of Windows. Still frozen on the Windows logo screen.

I don't know what's causing this issue or where to start, besides breadboxing it, but even then I can't even fathom what component would cause Windows specifically to not boot but everything else is fine!

Any help would be appreciated, thank you!
 
Solution
This sounds like a CPU problem or a Power Supply problem. I would first try a different PSU if you have one. If the problem persists it might be the CPU. You can try underclocking or overvolting it to see if it resolves the problem.

Jim, you're amazing! Thank you for the quick reply. I have this option called "OC Genie" on my MOBO. I turned that off and set the voltage settings to default. Windows then booted up no problem!! I'm assuming this means something to do with the PSU though?

It could be or it could be your VRM on your motherboard or it could just be your CPU can no longer support over clocking. You could try manual over clocking and raising you voltages on your CPU until its stable but that means heat and lower life expectancy for your CPU. I would start with the power supply because if you don't have clean power then your doomed at the start.

Thank you Jim, I really appreciate it! I won't mess with overclocking right now. They have a i5 3570X, (I have an i5 3750) I assume that CPU is meant for OCing but I'm really not that bothered with it. I didn't even realize that OC Genie was on by default. I'll further test my PSU. Thanks again :)
