The slight edge goes to the hd 5450. neither requires much from the PSU.

true but when i tried the 5450 it seemed as though it were getting extreamly hot is that normal cause i took it out and put it back in my optiplex gx620 but that is bottlenecking with the processor and everything lags

No a 275W is not adequate.

Well that's only for the graphics card, how about the rest if the components in the build.

But since you havre a core 2 duo and what a Radeon 5450. I highly recommend at least a 350W PSU.

The CPU draws about 130W under full load and the graphics card draws about 180W under full load.

But on full load the GPA only draws about 25 w

Well like I said I recommend at least 350W. But this your choice. But a 250W should be fine too.
