I have a laptop and i am looking to upgrade the CPU in it.

the current CPU is:
AMD A-series A6-4400M 2.7 GHz Dual Core Core Processor

I am looking at:
AMD Quad-Core A10-4600M 2.3GHz, 4MB L2 Cache

Which is more powerful and by how much?

The A10 is easily more powerful since it's listed as higher model number and it has more cores and cache. I would say it's probably stronger by around roughly 30%. If I remember the 4XXX series is Llano so it's a bit old.

More cores doesn't necessarily make it more powerful, it just lets you run more applications at once. Remember that the i7-4790k has less cores than other CPUs by Intel these days but single core power is better than most other other enthusiast CPU on the market. But in this case, the A10 is significantly more powerful.

I'm aware but I was just referring to this case of comparing these two CPUs that are on the same architecture. It's pretty common knowledge that something like a quad core 4790K can easily top an octa core FX-8350.

Just making sure. Now I realize you're actually a CPU expert. My bad.

On cpu performance they have similar single threaded performance, but the A10 4600m has better multithreaded performance because of it's two extra cores. On the gpu side the a10 4600m is vastly superior than the a6 4400m, the only concern when switching laptops cpus is the power consumption, but bot cpus consume only 35W, so go ahead.
