It really depends on how much overclocking you intend to do.
if you are really going after a heavy overclock go with the lightning.
if you are not go with the 290.

I want quietness too and reliability . Would play watch dogs , crysis 3 , hitman absolution the most . i have ordered r9 290 but then i saw gtx 780 lighting at same price range so i asked them to wait for one day so that i decide

Both are very close in fps in gaming on average so it comes down to nvidia specifics with their drivers and same for amd and their mantle. Here's a link shows few benchmarks of where the 290 comes in among other cards including 780.

I like both very much :p  i just need performance out of the box and quietness . No overclocking . 1080p single monitor

You can get both of them,since they're great GPUs for the price.
I am personally an NVidia guy,so I would get the GTX 780,but if you want the R9 290,then feel free to do so. ;)

Me too im partial to nv after making the change after being a long time ATI(AMD now) user. id likely get the lightning too despite the slight performance advantage of the 290

Sound they both are just under 43 dba from the reviews on both cards here on toms so back to personal preference and which one you like better.

The 290 is more powerful but the drivers are often better (more stable) with NV which is why I am now a fan. This is becoming less the case as AMD cards are seeing bigger gains with every update to drivers than nvidia is.

290 is gonna be better

So final decision at stock speed , for drivers , for less artifacts or flickering , performance in watch dogs ,crysis 3 and Hitman absolution. Which one should i go for . i want an owner review.

Driver issues are becoming less frequent. Artifacts are due to overclocking or deffective cards or just Sh!tty game programing.

I wouldnt worry so much about that. Kinda sounds like you want the 780 if so go with it. If you want the more powerful card look at the 290.

I have corsair vs650 is it fine for r9 290 vapor-x?

Not really.
It's a Tier Three PSU and while it maybe will be enough,I wouldn't risk it with such a high end card.

The Tri-X is probably the best cooler for AMD cards,so I would go with the Sapphire Tri-X. :)

The Tri-X is practically no different than the Vapor-X and the tri-X is cheaper.
I don't understand why not the Tri-X. :)

there is 2 4 fps difference . Actually i am ordering 2 graphic cards one is R9 280x dual-x and other is r9 290 vapor-x , And they are saying they both aren't at stock so either i have to wait or order anything else . I said i will wait not only for r9 290 vapor-x but also for Dual-x r9 280x

I dont like them. yes i can find. their fans are too loud and sapphire is the brand which i trust in reliability less artifacts and noises.

I don't know where have you heard that.Gigabyte's Windforce cooler is great for GTX and AMD cards.
