Streaming relies on the CPU, and that one is very low end by today's standards. If you are willing to spend some $$ I could suggest possible options for you but otherwise I don't really know what else you could do. Do you have a lot of stuff running in the background while you're streaming? Also you need fast internet to stream without lag.

Yes i know all about the Internet Speeds(100Dn and 50Up ) so thats not the Problem.
and the CPU i used Before hand is Lower end than the 4350 , so i was wondering was it the power supply?
and yes you can suggest another AM3+ Socket CPU that can do the job.
Thank you .

That PSU is decent so I don't think that's the problem. The best CPU to get without changing motherboards would be the FX 8150.

My bad, I didn't really go too in-depth through CPUs for that socket. The 8350 would be a better option for you. Another you could consider would be the 8320 which is cheaper and has a slightly lower clock, though you should be able to overclock the CPU to the clock of the 8350 with ease.
