Second GPU inactive in crossfire

I have two AMD 7900 series GPUs connected and activated in crossfire. However, when I check the status of my second card during gaming it's running at 0 activity, while my other card is running at 78% which is causing a seriously low fps.

However, when I check during a really demanding game, like crysis 3, the primary gPU is at 99% while the secondary is at around 20%.

Is there any way to address this so my cards are properly splitting the load?

Also I'm not using any 3rd part monitoring programmes, all my stats come from CCC, are there any I should install?

Try running 3dmark with crossfire enabled and disabled. If the scores are the same then xfire isn't working at all. If the score signifigantly increses it is working. At idle, the second card will report nothing in the CCC and the fan won't even spin. That is normal, and is just part of AMDs power savings software. It's very possible that Crysis just doesn't scale well. What exact PSU, GPUs, and CPU do you have?
