My touch screen does not work on the internet!

I got a new Windows laptop a couple of weeks back, and the touch screen worked fine; I could scroll through my schools's website, Facebook,every site I went onto! But, now it doesn't work? The touchscreen still works if I go to the windows home button and on the desktop, but right as I go onto the internet, it stops working. Did I mess up a setting or something? It would be great if someone could help me.:)

"It doesn't work" can mean anything. It could mean scrolling doesn't work, but he can still click on things and vice versa, it could mean his touch screen doesn't work on anything as soon as he opens a browser, it could mean a lot of things and he's being ambiguous, don't be needlessly rude when someone asks for clarification.

What does "it doesn't work" mean? It means when he touches the screen to scroll through a webpage or something it doesn't work.
