Procesor Frequency problems

Hi

Lately i have been having problems with my CPU temps.
I have a i7-4790k and i havent overclocked it jet.
As many of you know it runs at 4.0GHz and when at max turbo its 4.4GHz.
Its a new pc with a MSI gaming 5 motherboard. Now let me get to the problem.
When Im basicly doing nothing its at 1% CPU utilization. Thats good, but
Processor Frequency is always at 4.50GHz and Processor Catch Frequency is always at 4.0GHz.Those numbers used to vary!!!! I have a graph that tells me what Frequency is my CPU and Catch at. And That Graph used to be all over the place, but now its a steady line that only shows 4.50 and 4.0 GHz!!!! My temps are 55 degrees celsius but it used to be 35. I think that is imposible when your CPU is at 1% utilization and only one core is at use. And I havent been doing anything extreme on it since i havent bought a graphics card jet. Im still using a stock cooler but that will chainge in a week. The problem started 2 days ago and im very worried. I have reinstalled windows in a hope that this will fix it.
I have this pc for 2 weeks and i dont want anything anything to happen to my baby. :(

When i reinstalled windows i reinstalled the drivers and some other programs that came with the disc. Is that it?

Download it from their official site, maybe they have new driver version.

also check your bios, maybe there's something you did related to speedstep

Look in the BIOS and check if C-states and other power saving features are enabled or disabled. Those features are responsible for lowering/raising the multiplier when idle/under load.

I found the problem. When i updated MSI gaming app that is used to switch between OC, Gaming and Silent mod it got set to Overclocked. I tought that my CPU will cause global warming if it reached 25% utilization. But thank you all very much. I know this is not on a related note but since I am new to forums do you guys get like some points when i press on pick as the solution button. Once again tnx.

Glad to hear the problem's solved :) 

Everytime you pick someone's post as the solution they do indeed get a 'point' in the relevant categories. Once you have a certain amount of 'points' you get a badge in that category, like 'CPU Expert', or 'Memory Authority', etc.
