My CPU fan is weird

Here's the short version: when I first boot up my computer in the morning the CPU temp is low, at about 25C, the CPU fan doesn't spin at ALL, then I have to wait until the CPU cooks up to 45C or so, then open the case and nudge the fan a bit, then it will start spinning.

Seriously, that's bizzare, I have tried tempering around the settings in the BIOS, no luck, fan still doesn't spin at low temp.

Sounds like a bad bearing in the fan or it is a high RPM fan that will not spin under such low voltages. Your Motherboard will speed the fans up when the temperatures rise to keep the noise down when your system is not under load.
Um... Don't run your PC without a working CPU cooler. Because it's staying so cool, are you using a big aftermarket cooler? Will another fan run on the CPU_FAN header? If not, Will your CPU cooler fan run on one of the SYS_FAN headers? Even if it's a 3 pin header and a 4-pin PWM CPU fan you can still plug it it.

May be a bug in the BIOS. Check the MFG. for an update. May also be a bad fan. The speed sensor fans vary the speed based on temperature needs. Are you over heating to the point where the system shuts down? Without knowing more it may be normal.
