As the title says.
Is there any explication for this?
I have an TOSHIBA C855 LAPTOP bf3 runs ok (30-35 fps) at low settings and 1080p res when i play on tv
But bf4 runs at about 78 fps at the same settings.

Solution
Yup, pretty much just the Mantle API working its magic.

Your card is a GCN based gpu, and it's rather weak too, which is why you get a bad performance into BF3.
BF4, on the other hand, supports AMD Mantle, which is a set of libraries that allows a higher grade of access to any AMD hardware using the Graphics Core Next architecture, and thus letting you obtain a better performance.

As long as you have the right drivers (from a certain version and up, although I currently can't remember which specific one), if a game supports it, it'll get used.

Mantle is an API, it is used to write the code behind the game to use particular advantages offered from ATI cards; physx, for example, uses proprietary code that leverages Nvidia hardware, but will work anyway on non Nvidia video cards ( it'll get offloaded to the cpu with huge fps drops, but it'll still work).
On the other hand, Mantle will ONLY work on AMD, and will let the game use a completely different code base for systems not complying to that.

It's a bit of an oversimplified explanation, but I hope I was clear enough.

Mantle is installed as long as you have any driver higher than 14.4 and your card is a GCN based video card. That includes any video card from the 7000, the 8000, the R7 and the R9 series of discrete cards, or A10/A8 family APUs belonging to the 7000 series, and in both cases including desktop or mobile solutions.

In short, yes, you have Mantle installed.
