100-90% usege at gaming is fine?

I have
i5 3570k- OC 4.2
GTX780TI
today i OC my CPU and it changes things.
i turned off turbo mode and win8.1's task manager shows 5.13Ghz (CPU Z shows 4.2)
also it looks like my CPU gets to 100% while gaming. before i did it on BF4 it was 80-90. now 90-100 (by win8.1's task manager).
Is it safe? is it normal? is it real??

Yes my temp are no more than 70
Its stable.
What can bu the problem?


I have g43 z77a and i turned turbo mode off. Than i set my CPU to 4Ghz. Ofter 45min i changed that to 4.2.
There something wrong? I forgot something?
