CPU/GPU bottleneck or is it other?

Im experiencing a wierd FPS issue with certain games with the framerate high in less dense locations and when you're in more open areas it will drop to 25-30 in more open games. I was considering in upgrading my PC CPU to the 8350, would that be wise could that be my issue? The most noticable game with this issue has been Dead Rising 3. Ive checked over the powersettings on the cpu with the taking off cool and quiet in the bios. Same issues have existed since the build of my PC. using MSI afterburner my CPU usage is pretty low with all cores below 60%.

Upgrading to a 8350 won't do anything really noticable. A 8320 is just a 8350 with a slightly lower clock speed. Overclocking would yield better results.

Dead Rising 3 is a horribly optimized game by the way, even a Titan can't hold 60fps at decent settings (TotalBiscuit tried that).
