Motherboard usbs acting weird case usbs are fine

I have a Gigabyte GA-Z87X-UD5H Z87 motherboard all of them usb ports are 3.0 but when i plug in my mouse and keyboard into the motherboard they like reset all the LEDS go out for about a second then turn back on. Sometimes the lights come back on but i have to unplug my mouse and plug it back in. So out of curiosity i tried my front 3.0 usb on the case and now my mouse is working fine i have not noticed it resetting. Side note this one and my last motherboard have need an rma for usbs not working at all including the front case ones I never found out why.

It is unusual for all USB ports to be USB 3.0
Are you sure there are no USB 2.0 ports?
Ga website says 10 USB 3.0 ports with individual fuses hope they have not all blown

If you have a win PE 3 or Linux rescue disk you can see if USB ports work with a different operating system or not.
