Will buying a hero viii mobo ever have a new chip. or should I just buy the x/z99 mobo so I can upgrade chips in a couple of years?

Do you mean the ASUS MAXIMUS VII HERO? That IS a z97 mobo. That will support the current Haswell (4th gen) processors, the devils-canyon processors, and SHOULD support the 5th gen Broadwell processors.
