If I use Core i7-4790K without overclocking, with Intel setting Clock Speed 4 GHz and Turbo Frequency 4.4 GHz, can I use original Intel cooler or I must buy extra cooler?

you can use the original with no OC.

You should be fine with stock at Turbo frequency but anywhere over that, an aftermarket cooler is highly recommended as the temps will skyrocket.

you can use the stock cooler, but an aftermarket cooler will be quieter and keep your CPU cooler than the stock cooler.
