Which is better ?

These two specifications are very similar the only thing I have changed is the CPU.

I would just like to know which CPU will work best with the build.

If you want to go AMD swap the CPU for an 8320 and get a R9 290. The 290x's performance increase compared to the 290 for the price isn't that great.

With the saved money get a good quality PSU unit such as an XFX, Seasonic, Antec, EVGA SuperNOVA, etc.

Depends on what you plan to use the pc for. The top build could be more cost efficient if you swapped the 9370 for an 8320, since it's the same CPU but higher binned and runs at a higher voltage/ clock speed.

You could buy an 8320 and OC it to the same levels as the 9370 with an aftermarket cooler.
