Im using a PC with Spec :
Intel G3220
GTX650 OC
8GB RAM

I have a budget around $150 Which upgrade do you think better so doesnt causing bottleneck ?
Upgrade Intel G3220 to i3 4130 or GTX 650 to GTX650Ti/GTX750Ti

Why not upgrade both your processor and the graphics card? If you're willing to stretch your budget out by $10 to a total of $160, and you're willing to purchase used components; I recommend the following:

CPU: Intel Core i3-4150 3.5GHz Dual-Core Processor ($90.00 @ eBay)
Video Card: XFX Radeon HD 7850 1GB Core Edition Video Card ($70.00 @ eBay)
Total: $160.00
Prices include shipping, taxes, and discounts when available

The HD 7850 I have selected performs similar to the GTX 295, 480, 570, 650 Ti Boost, 750 Ti and the rebranded R7 265. The HD 7850 supports DX11 and will also provide partial DX12 support via update from AMD. The i3 should also assist in games which utilise Hyper Threading.

IMHO neither.

From CPU-world: The Intel Core i3-4130 performs 2% faster (vs 3220) when running games and graphics tasks.

While there is about a 20% improvement from upgrading a 650 to 750TI, I would personally stick with the current setup and look at a larger upgrade, say after christmas (especially if willing to buy used parts from other's upgrades).

Do what this man says!
I think upgrading both would be a much more substantial boost to performance than just upgrading one part.
