Need some good ram

Hi.
I'm about to buy 16 gb ram, but my knowlege here is rather average.
Will i see the difference in ram speed / cycle latency while using ie. photoshop with high resolutions ?

My set:
i7 4790k @4.5 cpu
Z97-A mobo

Main tasks: Heavy graphics editing, gaming

Budget: doesn't really matter, but maybe not the most expensive ones

Would be great if it'll be blue-colored, but that's optional :p

With 16GB thisngs should improve greatly over if you are say using 8GB or less and pushing photoshop at all, will be able to keep all the data in DRAM even through manipulations, with your combo, there's a great price on the 2x8GB Ares set in 2400/11 at $165

Does clock speed really matters ? (mb has support up to 3100, and if it'll improve performance i can spend additional few $)
BTW, for now i was using 2x4GB of hyperx's @1600 9-9-9, but they're going to second pc
