Yes it is true. But most likely paper launch with actual hardware availability in late this month or early October. Performance wise it will not be big improvwment than current nvidia flagship. But that is to be expected since this new architecture still rely on the same 28nm node like Kepler. In fact it is already quite a feat when nvidia able to reduce power consumption with maxwell where as in the past it needs die shrink to do so.
