Frequent Lag Spikes on One Computer

Recently I built a new computer. I installed all my drivers, and wired it to my router. However, I get frequent lag spikes. I've tried re installing and updating my Ethernet connection card, but it hasn't helped. I've tried using this hardwired connection on my old laptop, and had no problems. This leads me to believe it's a problem with my computer.

Any suggestions?

I'm not using anything to measure it, just occasionally while running a game or surfing the web nothing will load.

Make sure your drivers are up to date - I would suggest downloading all of them to a flash drive from the laptop, then installing them on the desktop. If any of the devices installed in the computer don't have the proper driver, it can create an unstable system. Make sure to get the latest drivers from the manufacturers.

I already tried updating my drivers, it didn't seem to help.
