Computer random shutdown / startup- no bluescreen

So, its been awhile now and my computer has been restarting randomly (screen turns black for a few seconds, then I'm at the DELL screen (press F2 for Setup / F8 Boot options screen). I noticed this happens most frequently when my fan speeds are changing. Currently (for some odd reason) my chasis fan and cpu fan are revving at 100% (according to speedfan). There is no option in the bios to fix this. I use speedfan to force their fanspeed to something quieter.Getting back to the problem, the most recent case of my computer randomly restarting is a few seconds after I lowered the speeds of my fans from 100% to 40%, then BAM ! black screen and restart.This also frequently happens after I finish playing CS:GO and I exit the game - my graphics card fan starts to slow down .. and bam it restarts! However, it also happens "randomly" ..

Here are my specs:
Dell XPS 8300
i7 2600
Nvidia GTX 560 Ti
8 GB Ram (4 ram sticks 2 gb each)
Win 7 64 bit
Dell DH67M01 Motherboard

I've tried changing the graphics card, using newer / older / no graphics drivers.
I've tried using a different power supply.
I've tried using a different HDD.
I've ran Memtests (no problems detected)
I've tried reformatting.
I've tried resetting CMOS
I've updated my bios from A06 to A07 (the newest, unreleased BIOS version to the public.
I've also had the setting where it bluescreens on crash, rather than just shutdown.

I HOPE the problem is not in my motherboard or CPU. These are the most expensive / difficult ones to replace.
Over the next few days, I will be pulling out 1 stick of ram each time the problem occurs, and pray it is a memory problem.

I'm always monitoring my temps though - Idle is 31 degrees, and on load is only up to about 60 for my 4 cores. Graphics card idle is 37, and load goes up to 70ish.

Whats yours PSU ? we have a many factor that cause this problem so im chossing a common cause
most common cause is
PSU
RAM
Overheating
grounded case
hardware itself
Operating system
program and many more

I have another question .. The backplate that you put under your motherboard to install certain heatsinks.. does it matter whether it's backwards or not? I was looking at pictures of people with the same motherboard, and they have the plate the other way around.
