Win7 PC frequently pausing/hanging during games and video.

I've been having a few issues with my PC lately, and I think I need to start looking into new parts, but I want to narrow down which parts are the problem.

Just to start out with, I'll give my specs:

    Mobo: Asrock A55M
    Processor: AMD A8-3850 APU
    RAM: 400 GB
    OS: Win 7 64-bit
    GPU: Nvideo Geforce GTX 460
    PSU: I think 450W.


It's been having a few issues lately that have started to get worse including:


    - slight, CPU activity-based "buzzing" in speakers and headphones, which I think I've narrowed down to it being the motherboard (which has had hardware conflict with a keyboard and a controller).

    - Also a slight whine when booting up, which I think could be one of the HDDs going bad. I've already performed a backup with an external drive just in case.


However! I also want to know whether my GPU needs to be looked at as well. It gave me issues a few months ago with sudden, seemingly random complete computer freezing, which was "fixed" when I rolled back the driver. I put that in quotes because I'm still having glitches where the computer freezes and the sound buzzes loudly, or it hangs and the sound pauses altogether.

Also, any end every video I play pauses just a little bit at the beginning. It doesn't matter if it's Youtube or Vimeo or any Flash medium, or VLC or Media player, all video freezes twice (two second-long pauses). The audio keeps playing perfectly well and the video has no problems afterward. I can even rewind to the beginning and play it again without trouble.

I don't know if this is a GPU or a CPU error or maybe something wrong with my RAM. The CPU and Mobo are the newest pieces. The GPU is much older and the HDDs (two 500gb drives) are the oldest. The PSU is a bit newer than the GPU.

It's not always video related. When moving my cursor to the "Publish" button just now, it paused very quickly a couple of times. I don't have any taxing applications running except Firefox (and Flash). Current CPU usage with just a browser running (4 tabs btw) is 18% and I'm using 2.18GB memory.

Any input about these problems would be appreciated. I'm out of ideas on how to fix/diagnose them.
