Looking for AMD processors for PCXS2 emulation and 2015 gaming

I'm looking for an AMD cpu under $150. I want to be able to run my PS2 games in hd and also run next gen games like watch dogs, the witcher 3, battlefield hardline and Cod Advanced Warfare. I plan on getting an r9 280x for my graphics because I think it fits my 500 dollar budget.

As long as its under 600 I can build it, i prefer Intel but they're expensive and I thought AMD was cheap so I changed my mind, but i'll switch back to Intel. I just want to play my ps2 games and next gen games at high to ultra settings.

To overclock the op would not only need a unlocked i5, but also a better motherboard and a nice heatsink, all that can easily raise the price like $100.

Possibly true, but how really much more are entry level unlocked motherboards? And if the OP ever decides to overclock, which is at least somewhat likely at some point and especially for emulators, that doesn't mean he has to get a better cooling solution as of now. IMO, it's better to spend 50 bucks more now than regret a locked processor later.

What processor should I be getting then? I can spend up to around $600 right now and I can upgrade to a high end gpu next year, something like a 780ti.
