Hello I have a radeon HD 5450 but my desktop has a 275 w power supply I am very concerned that it would get fried would I be OK if I put in my desktop with a 275w power supply

Get a really cheap power supply,like the EVGA 430W or Corsair CX430.They both cost about $40 and it will be enough for your card.
275W PSU is not enough for the HD 5450.

His entire system should consume about 200W.
The 275W PSU he has is probably able to output 150-200W.
if he doesn't do any gaming at all,then 275W should be perfectly fine.
If he plays even the lightest game,like Minecraft,he is immediately putting his card in risk.
