What gtx 780 or 780 ti, lightning, whatever (not watercooled, but one that can be Passive or active cooled) outputs lowest temperature at stock fan speed while gaming/stress testing?

Lowest while gaming at ultra is 55C. GPUs are also safe below 80C. Try to decrease the temps by just getting better case having good airflow or get any GPU cooler.

thanks :)  what of the 780s should i pick, as the question was which graphic card? the evga ones or is there a better one in terms of cooling performance?

Don't buy as of now. Just wait for a weak or so and then we'll see nVIDIA's 900 series embarking on us. Prices of current gen cards are expected to be slashed. Buy after the release of 900 series.

GPUs are actually safe below 90ish. No issue at all. I configured my GPU to max power ratio of 106% and let then target temp to be 95C for overclocking. But EVGA card did not let me down. Max temp it hit during stress test was 84C and it reached 1300MHz in boost mode.

Oh yes, they are. Their products deliver right out of the box backed by great customer support service and adequate cooling with more headroom for overclocking. At stress, fans can produce more noise but that is not disturbing.
