I have a friend who just recently is having issues with his PC. I'm trying to help him but I only know the basics when it comes to computer hardware and it's software.

He said he had this problem right after he was dusting his computer (with compressed air). I had him make sure all the connections were secure and he said they all were. When his Windows booted up he was sent to Windows Error Recovery screen with the options "Launch Startup Repair" and "Start Windows Normally". When he launched the Startup Repair the computer black screened and nothing happens. When he started Windows normally, it blue screened (for a split second) then rebooted.

He also tried to reinstall Windows 7 with his disk but said it got stuck at Starting setup.

I tried to have him start up the computer in Safe Mode but he couldn't figure out how to do it and according to him there was no option to select additional boot options. I also tried to have him go into his BIOS to see if the hard drive was being detected. He got into the ASRock UEFI Setup Utility screen but I'm unfamiliar with it so I couldn't get much from it.

Other then that, I have no idea what else to do. If you guys need any computer specs or whatever, let me know and I'll have him get them.

Thanks for any help you guys can give.

With the power off and unplugged. (You need to unplug because the PSU still makes some power and sends it to the motherbd.)
Open the pc back up and remove all the add-in cards and ram then reinsert them. Make sure all the connections to the motherbd are secure (PSU, Fans, etc),

Thanks for the response,

I had him go through and remove and reinsert everything and he said there was no change.

He decided to try booting up the computer using a seperate hard drive.. It worked. So we're pretty sure the hard drive is bad. Any idea's how to make sure, for certain, the hard drive is bad?

For anyone who stumbles across this thread, we never found out exactly what was wrong with the hard drive. He ended up just replacing the old hard drive.
