CPU case fans won't spin on low

I have an Antec 900 and am using 4 case fans along (3x 120mm fans, 1x 200mm Big Boy fan). Currently I have the three 120mm fans plugged into three different CHA_FAN ports on my M5A99 FX PRO R2.0 motherboard while the 200mm fan is plugged into a CPU_OPT port. Obviously my CPU cooler (Hyper 212 EVO) is plugged into my CPU_FAN port.

Now the three 120mm fans won't spin up on LOW she plugged into their current ports (they do spin and continue spinning if you give them a little push) but they will boot up fine if I plug one of them into the CPU_OPT port. Is there any way to get them to boot up normally?

My rig:

Antec 900
650W Rosewill PSU
M5A99 FX Pro R2.0
AMD FX-8350
R9 280x

Check out the system bios. That happened to my case fan that came with my case. It would only go slowly at 10rpm even when u gave it a push. If bios is not the solution, custom fan software is. Or if u have 20 extra bux get a fan controller. ONLY PWM FANS OMG IF U USE A NORMAL CASE FAN THE CLICKING NOISE IS JUST HORRIBLE

Well these fans have a switch to set to low medium or high. They boot up fine on medium or high, it's low that is causing me problems.
