PSU or Video Graphics Card which is faulty? Or both?

I have two kinds of problems: One the monitor goes blank (black) while working for a short time (varying times) or freezes the current frame on the screen. The computer needs to be switched off forcefully. Second, the forceful switching off has become very frequent and switching the computer on has become an issue. The Power button lights up and after about five seconds goes off. This repeats a thrice and the third time MAY light up the screen. Many times the screen is remains blank the third cycle also even while the sounds of booting up is heard. Sometimes one gets lucky and the screen lights up, only to hang some time later, sometimes even before Windows loads sometimes after working for a while. Will appreciate any insights!
I run a c2quad 8400 CPU (Dell Inspiron 545) which has a ATI Radeon 4350 video card. The monitor is Dell too connected by VGA (No other option). Windows 7 Home Premium.

remove the GPU and check the problem still occurs or not.
