Windows 7, strange wireless behaviour, lots of dropped/lost packets, stops working entirely under 5 minutes

Hello,

I'm trying to get Windows 7 working again on this computer and I'm running into quite an annoying problem. The wireless is acting very odd. After boot up, there's a 5 minute window where you can browse the web. It's usually excruciatingly slow and you can't do anything productive with it. After 5 minutes or less it will stop working entirely. I'm working off of my phone's wireless right now through tethering. The phone is connected to the same network as my computer tries to connect to. I dual boot Linux (specifically arch) and the internet works fine on there so this is a Windows issue. What I can't figure out is why Windows is doing this. I had windows on here for a while before and after a while the internet just stopped working entirely. It wasn't just the wireless. Ethernet stopped working as well and even tethering did nothing. I later wiped the partition and started from scratch. Tethering works, I bet ethernet works, but the wireless issue has persisted. Whether the previous situation has anything to do with the current one, I think it was worth mentioning.
