copy SSD contents and win 7 os to HHD?

I currently have an old computer (2008) with a SSD and win 7 I would like to move the SSD to a new build I am working on but copy the contents of the SSD to the remaining HHD in the old system first. The SSD is 120gb with no partition, the HHd is 500gb and empty. Then I will format the SSD and do a clean install of win 8.1 in the new build. Is it best to use EaseUS Disk Copy to do this?

It's best to use anything except Windows; you're only trying to copy your documents and personal data correct?

Yes, any of the current migration tools should do this.
EaseUS, CloneZilla, etc.

I want to keep win 7 with the old 2008 computer on a HHD as the OS.... I bought win 7 for 2008 computer then upgraded to the SSD but now want to use the SSD in an entirely new build with win 8.1

i guess i could just copy the programs and documents then reinstall win 7 on the HHD - is that what I should do?

Copying 'Programs' does not work.

Either use one of the various cloning applications, or a fresh install of the OS and applications.

so i can clone the entire contents OS, programs, and documents from SSD to the HHD? I have never either cloned or copied a disk is why I need to ask.

Yes, that should work.
Personally, I'm not a fan of cloning, but it usually works. Usually.

Exactly. I would clone the SSD then restore the clone to your HDD, format your SSD and put it in the new machine. Cloning is the only way to keep programs.
