I have my HTPC running Windows 8.1 and it is connected over hard-line to my router/cable modem (Netgear C3700) and I cannot keep a solid network connection. I have tried different cables and ports.
The symptoms of this problem are, but are not limited to, the following:
These are not issues that persist over WiFi. I have port-forwarded and allowed a certain program through my firewall(s) (a program which I will not name in this forum).
I know that Windows 8 had some crippling network issues but I was pretty sure they'd been fixed in 8.1.
I'm hoping this isn't a NIC issue but we'll see.

The symptoms of this problem are, but are not limited to, the following:
Speed tests via speedtest.net vary greatly. They either report just fine, Time Out, or report very slow speeds (reporting 1.5 Mbps when it should have at least 25Mbps)
XBMC Metadata Scraping is very slow.
Team Viewer keeps popping up that it lost connection to the server
Internet browsing in general is fairly slow
