Good budget cooler but the stock fan is pretty weak.

I don't know anything about the 212 Evo, although I see it being recommended a lot. There's also the h80i that can keep cpu's pretty cool while being overclocked, depending on your voltage and chip I guess. Thing is, you may need some washers spaced between the standoff screws and the backplate to resolve a sometimes (often, for a lot people) loose backplate, which results in the block making bad contact with the IHS of the cpu for high temps. Also, even with Corsair's new release of Corsair Link, for 8.1 Pro I still have to download an older version of the Link software (the one on their forums that's the version that just integrated 8.1 support, I think it's at least 2 or 3 versions prior to the current release) for the USB controller portion of the h80i to even be properly detected so as to detect the Corsair hardware components.
So it's not exactly a convenient plug and play, but once it's up and running you can control the fan speeds for quiet decibels while still keeping your cpu cool.

I own this and its very quiet, even at full speed. Easily can handle Haswell overclocking. Only caveat is the height (171mm).

They'll blow the EVO out of the water. There is no comparing the EVO with either of those. The EVO for all its ability remains a budget cooler, albeit a very good one, but those 2 coolers are enthusiast class coolers and the EVO simply isn't close.
