I was trying to get a Nvidia GPU but the 750 ti wouldn't be the best card and the GTX 760 puts the build over the budget. Instead I went with the MSI gaming r9-270x. It'll give you great performance.
Does the budget include monitor, OS, keyboard/mouse...etc? You can get on pcpartpicker and pick out parts and you can purchase them from Amazon, Aria, and Scan to name a few.
Actually I've never overclocked anything and I don't know how to do it

But all I do care about is the performance so anything will do
In that case, I would honestly recommend waiting another week or two for the next set of NVidia GPUs to come out to determine if it is better to go for them or to go for the current ones that may have dropped in price.

If you wait a bit longer to find out the prices for the 950 and 960 series from Nvidia, then you may be able to get a significantly better GPU for the same price. The 900 series has shown to be awesome in the performance/price. But to each their own...and there are no guarantees they would be $200...but should be close to it.
