Are you buying a monitor: Yes. I already have a 2ms response time monitor that I use for my Xbox and PS4 so I just need a cheap monitor. It isn't included in the price though.
Parts to Upgrade: Starting from scratch
Do you need to buy OS: Yes. I don't know if I should go Windows 7 or Windows 8. Please help.

Additional Comments: I need front panel USB ports. I need easy access to the USB ports for flash drives, plugging in my mic, etc. Do you guys have good pair of headphones that's under $40? My current headphones have been starting to crackle and sometimes the audio cuts out. I need a cheap keyboard too. I already have a mouse.
And Most Importantly, Why Are You Upgrading: My laptop broke. I have to use an old laptop now and it's so slow and I can't play any games on it. PLEASE HELP ME!!
