Dell Inspiron won't power on after attempted PCI card install

I'm going to preface this post by saying I'm not the most technically savvy person but was assured by my more technically adept friends that this would be an easy install.

First attempt: installed Trendnet gigabit PCI ethernet adapter to my wife's Dell Inspiron. Before screwing anything down I tried to power on the machine in order to test. No power to the machine. I unplugged the PCI card and the machine turned on with no problems. This happened two more times so I thought it might be a bad card and returned it.

Second attempt: I exchanged the old PCI card for a new one and attempted to install it in the same PCI slot. I plugged in the machine saw the light indicating the machine is receiving power but again, it would not turn on. I removed the card thinking this time I must have done something wrong but the machine still won't start.

This is very frustrating so any help anyone can offer would be wonderful!
