Inconsistant Internet Connection

I have two computers, a 2012 Macbook and a custom built desktop. Both have worked well for me, but with a required change in the setup of our internet, the desktop is getting very inconsistent wifi. Having both computers in the same room, and running speedtest.net on each in turn, the laptop got 20/2 (around what our internet was supposed to provide) and the desktop got 0.5/0.5. As most of the reason for getting the desktop was server hosting, this connection isn't working for what I need. I recently tried Powerline wireless extenders, but they couldn't maintain a steady and good signal across the house (router is on the other side). The best I managed to get with them was 10/1, and that wasn't able to be maintained. Does anyone have any ideas on how to improve the desktop's internet connection?

Computer Specs: Laptop (Maintains good connection) Mid-2012 MacBook Pro on OSX 10.9.4, i5
Desktop: Rosewill N900PCE Wifi Card, Intel DX79TO Motherboard, Windows 8.1 (Tell me if you need more information).
Router: AT&T 2wire

TL;DR
Laptop can get promised internet speeds, desktop can not from same place. Too far for wired internet, other wired solutions don't work. Any ideas?

Update: I've tried reinstalling drivers for the motherboard and wifi card from both the install discs and the websites. Motherboard has no effect, when I try to install the driver for the Wifi card, I get this:
DRIVER _IRQL_NOT_LESS_OR_EQUAL (wsimdx.sys)
Any ideas?

on the desktop try this before you pull your hair out. download the newest intel chipset drivers to make sure your mb is using them. then look at the chipset the wifi card uses and download the newest chipset drivers for that card and see if the speed goes up.
