Black Screen with Blinking Cursor (New Custom Built PC, No OS)

I just built a new custom PC today with a new hard drive and everything. When I first turned on the PC, I put in my Windows 8 disc, and I changed the boot order, but I did something wrong and now every time I turn on my PC I get the MSI Motherboard display for a few seconds then it goes straight to a black screen with a blinking cursor. I can't access any command prompt because I don't have any OS installed and I don't know what to do.
 
Solution
With a brand new PC and no OS already installed, you will not get a cursor. You should get a series of messages on the screen as the mobo goes through POST. After that your mobo MAY clear the screen and show you nothing. But at least it ought to tell you you need to insert a bootable disk.

You need to get into the BIOS Setup screens and adjust a couple of things. Usually you need to do this:

As soon as you turn on the machine, hold down the "Del" key until the screen finishes a few POST items and stops on the BIOS Setup opening screen. Now, some mobos use a different key, so when you do this, watch the screen especially at the bottom for a message about exactly which key to press (or hold down) to Enter Setup. If it's not "Del", try...

In Bios Setup, go to where you set the Boot Priority. You should set it to use your optical drive first, THEN your HDD. Remember to SAVE and EXIT. If you have the Windows Install CD in the optical drive, it should boot from there.
