Its a gaming PC much better than ps4,PS4 Graphic Capabilities are like between gtx 650 and 660 not 660 ti,some games have poor coding thus bring pc to same level as ps4 but definitely pc isn't under ps4

The pc would stop the crap out of the ps4. There are videos out there that compare a pc to the ps4, major improvement on the pc. remember a ps4 is a watered down version of a cheap computer.

Well it depends on what you mean by best.
Cheapest games PC
Better upgradebility PC
initial price PS4
Frame rate probably that PC

But in terms of performance and longevity most likely that rig. But just going to say this now in the UK if you buy new the 2500k is more expensive than the 4690k.

Although that PC is better than the PS4 in raw power, the console has a joker in its sleeve - the 8GB VRAM that will allow it to run games at high PC settings compared to PC, where the GTX 660 Ti has just 2GB (and on a lower 192bit bus). Switch the 660 Ti with a GTX 960 8GB version - and THAT PC will eat the PS4 alive.

The PC is better than the PS4 and you will be able to play games on high graphics settings on that PC. Also PC gaming is generally better as you download mods for games and there is a bigger library of games.

Well... obviously NOT the games: The Evil Within where you have to have 4GB VRAM to run with no problems according to its devs, and Middle-Earth Shadow of Mordor where 2GB=medium settings and probably The Witcher 3 too.
