Looking for Over heating CPU Problem at no load

I have intel i3 1st gen processor and as i see it goes up to 70-74 C at a load of 30 -35%.
I opened the case and cleaned all fans motherboard (removing dust and didn't remove any part from its place) .In open case running Cpu all fans (SMPS,processor,and 2x case fans) working fine
but didn't get any noticable change. At high temp. it becomes very hard to even shutdown it fast as it goes too slow.

^ This is at computer startup with no background processing /internet or any other application
4gb RAM, 1TB harddisk, Windows 7
I'm not a computer geek so don't know much and any help to the problem will be benificial for me.

what is your ambient temperature?

The current thermal paste is probably really old and should be replaced.

I'd go with poor thermal contact too.
